The police response to protests during the Republican National Convention was generally restrained and professional, an independent commission that reviewed police planning and procedures for the event said Wednesday. But the report by a seven-member panel led by two former federal prosecutors also found some areas where they thought things could have been handled better, including the arrests of several journalists.
