On the first day of the RNC, bystanders and concert goers heading for the "Take Back Labor Day" concert on Harriet Island were hanging out in a park across the river from the show. A few handfuls of people had run down to Shepard Road to get away from protests in Downtown St. Paul but nobody was actually protesting on Shepard Road. Police, backed by members of the National Guard, surrounded the entire park on Shepard road and arrested
more than 200 people in the first mass arrest of the week.
